National Climate Change Adaptation Plan 2022

Preparation of the plan 

The National Climate Change Adaptation Plan 2022 updated the National Adaptation Strategy 2005. The preparation of the plan was based on experiences from the implementation of the 2005 strategy and new information from adaptation research, also taking account of the EU Adaptation Strategy. The new plan was prepared in a coordination group appointed by the Ministry of Agriculture and Forestry, with representatives from the ministry, research institutes and regional actors. The updated National Adaptation Plan was approved as a government resolution on 2014.

Evaluations of national adaptation policy

A mid-term evaluation of the National Adaptation Plan (2014) was published in April 2019. The evaluation was coordinated by the Finnish Environment Institute (SYKE) and Natural Resources Institute Finland (Luke) and included a broad stakeholder engagement process.

Previous evaluations include mid-term evaluation of the National Adaptation Strategy (2005) published in 2009 and a more extensive evaluation of the strategy published in 2013. The final evaluation of the strategy served as a key input in the preparation of the new National Adaptation Plan.
