Esityksellä tarkennettaisiin ja muutettaisiin eläinten tunnistamisesta ja rekisteröinnistä annettua lakia käytännön lainsoveltamistyössä havaittujen täsmennystarpeiden vuoksi ja osaltaan toimeenpantaisiin EU-lainsäädännöstä johtuvia muutoksia. Hallinnollisia vaatimuksia kevennettäisiin teurasmerkintävaatimuksen osalta. Esityksessä myös tarkennettaisiin sääntelyä eläinten tunnistamiseen ja rekisteröintiin liittyvien laiminlyöntien valvonnan ja seuraamusten osalta. Lisäksi säännöksiä täsmennettäisiin tarpeellisilta osin toimeenpanon selkeyttämiseksi. Esityksellä lakiin lisättäisiin EU:n eläinterveyssäännöstön muutosten edellyttämät täsmennykset lemmikkieläinten tunnistusmerkitsemisen osalta.

Goals and results

Hankkeen tehtävänä on valmistella eläinten tunnistamisesta ja rekisteröinnistä annetun lain (1069/2021) muuttamiseksi lakiehdotus, jolla tarkennetaan ja muutetaan eläinten tunnistamisesta ja rekisteröinnistä annettua lakia käytännön lainsoveltamistyössä havaittujen täsmennystarpeiden osalta. Edellä mainittujen varsinaisten sisällöllisten muutostarpeiden lisäksi hankkeessa tarkastellaan mahdollisia teknisluonteisempia muutostarpeita eläinten tunnistamisesta ja rekisteröinnistä annettuun lakiin.

Muutosten tarkoituksena on tarkoituksenmukaisilta osin keventää hallinnollisia vaatimuksia. Lisäksi säännöksiä täsmennettäisiin tarpeellisilta osin toimeenpanon selkeyttämiseksi. Myös rekisteröinteihin liittyviä seuraamuksia arvioitaisiin tässä yhteydessä.
