National Climate Change Adaptation Plan 2030
The Government approved the National Climate Change Adaptation Plan 2030 in December 2022. The implementation started in spring 2023.
What is the content of the Adaptation Plan?
VISION: Wellbeing, safety and security in a changing climate.
The National Climate Change Adaptation Plan 2030 presents a climate change risk and vulnerability assessment and sets out the vision and three goals for adaptation work. The goals are specified in more detail through 24 targets that are grouped under ten themes and implemented by means of the actions presented in the plan. The aim is also to develop a monitoring system to assess the progress and effectiveness of the actions.
GOAL 1: Societal actors have a strong will to adapt to climate change.
GOAL 2: Societal actors have access to efficient means to assess, prevent and manage climate change-related risks to nature and society.
GOAL 3: Societal actors have the capacity and capability to prevent, prepare for and manage climate change-related risks to nature and society.
Themes and targets

Target 1. Adaptation has been integrated into the Government’s and ministries’ strategic planning and foresight activities by 2030.
Target 2. Adaptation action at different administrative branches will be systematic and the prerequisites for implementation will be secured by 2030.

Target 3. Consequences of climate change, as well as preparedness and adaptation to them will be identified as part of the concept of comprehensive security, and integrated into the comprehensive security model and the objectives of security of supply by 2026.

Target 4. The prerequisites for the agriculture sector operation to adapt to climate change will have developed by 2030.
Target 5. Climate-sustainable and resilient food production and consumption will maintain food and nutrition safety throughout the NAP2030 period.

Target 6. The preparedness for climate change impacts of water services will have been improved by 2026.
Target 7. The vulnerabilities of the transport and communications infrastructure will have been identified by 2026 and climate resilience improved by 2030.
Target 8. The built environment sector will have the capacity and capability to manage climate change-related risks and to adapt to the change by 2030.
Target 9. In the energy, industrial and business sectors, awareness of climate change impacts, risk management and the innovation environment will strengthened by 2030.

Target 10. Climate change adaptation in the renewable natural resources management will have improved by 2030.
Target 11. Climate change adaptation and halting biodiversity loss will be mutually supportive by 2030.
Target 12. Nature-based solutions will have become established and will have increased society’s preparedness for climate risks and improved water protection while also increasing biodiversity by 2030.
Target 13. Drought risk management will have developed from the 2022 situation by 2030.

Target 14. Negative health impacts of heat have been recognised, as well as adaptation to them at various governance levels, and monitoring have developed by 2030.

Target 15. The protection of cultural heritage and the cultural environment against the impacts of climate change will have improved, their consideration in climate change adaptation policy has been strengthened, and the use of knowledge included in cultural heritage and the cultural environment in adaptation-related solutions has developed by 2030.

Target 16. Regional and municipal actors will have access to guides and guidelines as well as the competence to use them in sectorial planning by 2030.
Target 17. Adaptation-related administrative steering of the regions and municipalities will be consistent and appropriate by 2030.
Target 18. Funding opportunities encourage regional- and municipal-level actors to strengthen adaptation action, and the allocation of adaptation funding can be monitored by 2030.

Target 19. Adaptation, particularly means for the adaptation of the most vulnerable countries to climate change impacts, will be promoted increasingly in international cooperation.
Target 20. The capacities and capabilities of developing countries to plan and implement concrete adaptation measures and climate-resilient development will be promoted as part of international cooperation.
Target 21. Climate change adaptation will be appropriately promoted as part of international cooperation, strengthening Finland’s adaptive capacity and broadening the knowledge base

Target 22. The knowledge base related to weather and climate change risks and adaptation has been strengthened in a sensible manner, and the availability of research information to end users will be ensured by 2027.
Target 23. Communication has strengthened societal actors’ awareness of climate change-related risks and adaptation measures.
Target 24. Adaptation monitoring will be systematic and support the development of activities.
Preparation of the Adaptation Plan
The Adaptation Plan was prepared during 2022. The process involved 10 ministries and a broad spectrum of stakeholders. The process was led by a preparatory group composed of representatives of nine ministries, coordinated by the Ministry of Agriculture and Forestry. An expert secretariat, also coordinated by the Ministry of Agriculture and Forestry, supported the group. In addition, a broad-based monitoring group for the National Climate Change Adaptation Plan 2022 took part in the process. A large number of stakeholders were consulted during the preparation.
The process to prepare the Adaptation Plan 2030 included an assessment of sectorial and cross sectorial risks and vulnerabilities, overall evaluation of adaptation policy, scientific brainstorming facilitated in collaboration with the Ministry of Agriculture and Forestry and the Finnish Academy of Science and Letters, and report on climate and socio-economic scenarios by the Finnish Meteorological Institute and Finnish Environment Institute.
